Other companies either include the tax, or offer different firmware for different parts of the world. And that limit is 29min 59sec, anyway, not 4GB. So even if Canon didn't want to introduce file chaining as an upgrade for the 60D (as they have, finally, in the new 1D-X, and as every flash based camcorder has always had), they could just write longer files when you're using exFAT as the file system. The 60D has exFAT as a mandatory part of interchange support for SDXC cards, but it also supports it on SDHC (yeah, I tried it).
